Weird Problem?

Hi

So whenever someone makes a post, and there's an " or an ' in the post, for some reason, these characters are replaced by an ?

To illustrate:

Hi, I'm new here! Someone once told me "All cats are annoying"

would look like:

Hi, I?m new here! Someone once told me ?All cats are annoying?

Which is just really irritating....

Does anyone know how to fix this issue, or what could be causing it?

Yup. I've noticed it on both firefox, and IE, but it's not a consistent problem, which just makes it more irritating.

If you look at the source, does the post have the question marks?

Just checked one of the posts that turned up like that, and it would appear so.
