Weird Registration Issue

I have a weird issue that just started. In my Vbulletin options I have it set to automatically enable Visitor Messages yet, when people register it is not enabled. Is there something I am missing in attempting to trouble shoot this?

Which vb version are you using? I'm not aware of any option to "enable visitor messages". It's not clear to me what you are asking about here.
