Are we allowed to submit skins made by someone else?

I am a member of a forum.
Its Owner created a very nice skin..
I took his permission to distribute it.
I was thinking to submit it here, but im just asking if we are allowed to post it here or not..

Would be better if he posted it himself, but if you have prior permission of the original author then you are allowed to post it.

he is running a warez forum, so he cant use vbulletin.org
thats why he asked me to publish a skin for him..

Then i strongly suggest not to post it to avoid the chance of your name being involved in a Warez board.
