Mod for "information bar" Type registration?

I visited another forum, and notice they had a "Information Bar" on the top of the page wanting you to register. Good attention grabber. Anyone know where this mod might be?

Hey log off your forum and tell me what you see on your home page. :)

You can also make custom ones in 3.7.0 for specific usergroups, forums, etc.

I don't have one. I have the welcome guest headers, But I don't see the Information bar, can you post a screen shot of what you see?

Oh that...my bad...I apologize, I thought you referred to the the Box with the information about registering below the navbar.
