You'll need to fiddle with the FORUMHOME template, making things appear when empty. Also, please stop labelling threads as "Emergency" or "Urgent", as it doesn't speed anything up, and people will even less likely respond. A descriptive title will help you more than a non-descriptive one.

You should be *descriptive* in your thread title.

It's not clear to me what you are asking - are you trying to turn off Birthday Displaying on the forum home page? Or are you saying you want it to show all the time even if there are none? Either way, not urgent. Urgent and Emergency are used when your website is dead.
