First, how to i add a picture infront of the forum name?

Second, how do i change the rules for registation to the site?

first instead of the icon that are there now i will like to add a picture. Ifthe forum name is sport i want a picture with sport.....

second.. Where do i find that phrase?

You would hit the Search Phrases button and input some of the text that is currently in the phrase you want to find and ask it to search the Text Only.

You can do a search here at vb with the keywords "category images" or "category icons"
