Ok your forum looks fresh, but the problem would be is its way too simple. It looks very similar to the default vb skin which means you or whoever made it didnt edit the default skin too well.
Your navbar is off, doesnt look too good.
Overall, your forum needs serious work to attract members
Sorry if Im being a bit harsh on my part but Im only stating my honest opinion
You need to hire a professional designer to do some work

It looks like a new community so use it wisely,

You will need to post a lot more content if you want visitors to stay around and contribute to your forum.

By content try to fill up the different forum sections with interesting opened ended questions, interesting news about diving, controversial topics, reviews of equipment you have experience with, etc. Anything that will grab peoples interest and make them want to join the discussions.
