To create an option in the control panel for adding a user to the ignore list for everybody is not a bad idea.
I.e. all the messages of a person, who is a burden , get invisible for all of the users, but the administrator or the moderator(for choice). It's better than ban, because he doesn't suspect, nobody sees his attempts of flood or undermining the society, that's why he doesn't change his nicks and IP.
