How to achieve to have the first page like the one on https://vborg.vbsupport.ru/index.php

They have "News and Announcements" as a separate box, then "Community Discussion" as another separate box etc. Each of these boxes has subtitles:

The exact script used by vBulletin.org has not been released. A similar effect can be achieved using vBAdvanced.
