x amount of posts before a post

Can anyone tell me where the section is to add "x amount of posts must be made by a user before they can post / read a topic"

Im sure ive seen it before but cant for the life of me find it!

Why would a user post at all if they couldn't read posts?

Edit: Oh NM. I see you're actually trying to lock users with <11 posts out of one thread. Complicated.

Basically, just so users cant post in a thread till they have made 10+ posts.
