Scheduled thread?

Is there a mod available for 3.6.8 that will allow me to create a thread automatically at a scheduled time/date?

We run a bunch of raffles on our forum, and we try to cater to different time zones around the world. Kicking off a raffle at 3am is sometimes difficult :)
