Language problem...?

When my forum member have cookies or is logeed, have this error:

I try reset languaes via tools.php, but this not working.

Fatal error: The requested language does not exist, reset via tools.php. in /includes/functions.php on line 1223

I think this is problem with database... May be if I remove and next add new language table will be ok?
