Looks like an unbranded version of vBa CMPS. The gallery block at the bottom is the vBa CMPS vBGallery module that Zachariah released at a few different sites, the tag cloud block is a new standard module that comes with the vB 3.7.x version of CMPS, and the 'tabbed' blocks are likely using the Dynamic Drive 'ajax tabs' script (there's been a few modules released over at vBa using it).
