Can anyone help me I can't seem to find a welcome panel hack for vB 3.6.8 that looks like this added in the attachment. Searched and couldn't find what I was looking for. If anyone could direct me to a link that'd be great thank you :).

This hack was for vB3.5 hopeing someone did a rewrite for 3.6.8 :)?

Actually that is just template edits, that hack should work on 3.6.8, it may need minor changes to the coding, just revert your templates if it dont work, if there are errors, someone may help you here to fix the minor bugs it may or may not have.

There is WelcomePanel-Plugin file doesn't this need to be edited or no? I attached it let me know if it is safe to use on 3.6.8 please thank you :).

Sorry, didnt see the xml file in his post, looking at the xml file its only querying for info, it dont appear to do any modification to the db.
Just back up your db before you install it.
Its always good to have a test forum thats not accessible to the public, you can consult about that at vbulletin.com
Same as the 1st post though, minor code changes between versions, might require updatesto the hack to function properly.
Added Note:
Might want to check the login coding of this hack, versus the new login code for 3.6.8

The plugin is giving me this error on the top of my forum pages
Warning: Division by zero in /index.php(63) : eval()'d code on line 76
Found that I am only getting that error if I have 0 posts. This is a totally empty forum I am the only member for testing purposes when I make a new topic then the error goes away when I delete and there are no posts on the forums that error shows any help how to fix it?
