I want to ask you about how I can add live cam in my forum

Maybe, but you will need a third party script that will be able to stream the cam feed. It will probably come with some kind of HTML & possibly PHP which you can embed in vBulletin, using templates & hooks. Unlikely that there is a modification as this seems a very specific request.
