What are the blue mods in your profile?

I have some mods in my profile where the Last Updated column is blue. What does that mean, that doesn't seem to follow any reason I can think of.

I believe the blue color is an indicator that new files are available.
eg. the files have been updated but you have downloaded them

As above really - it means its been updated since you last downloaded it.
