what portal/cms system do I need to have the same look as vb.org

I am pretty interested to have something similar to vb.org home, e.g., those top menus (Home->Forum->Articles->Mods->Styles). I have tried VBadvanced, not find the top menu design.

Advice is highly appreciated!

If I'm not mistaken, vb.org's home page is all custom coded. They don't use a CMS. For the tabs at the top, just do a search. That question is asked at least once a week. Search the subject lines only for the word "tabs" and I'm sure something will come up.

thank you, dismas. I was searching with the word "Top menu", "menu" many times and could not find the answer. TAB is the answer!
