Attachment Manager

One of the members at my forum recently deleted all pictures he had posted which has made a number of threads irrelevant. The only way I can figure he did it is through the attachment manager in the User CP. Is there a way this feature can be disabled to avoid something like this from happening in the future? I have no limit on the number of photos a member may post. I've looked through my Admin panel but am unable to find anything to disable this. Thanks!
