Changing mod rights

I am trying to make a mod into a admin and when they log in they are not see all the options, as I, in the admin panel. Is there something I am doing doing incorrectly?

Yep, there sure is...

admincp/usergroups/administrator permisions/ edit users permissions (to the right).
