Navbar Notices for 3.6.x?

Hello Guise,
I was just looking at vBulletin 3.7, but I do not wish to upgrade until there is more Mods and Styles.
But one feature that did really catch my eye was the new "Navbar Notices".

I've been looking for a Mod similar to that since I saw it, to no avail...
To be honest, I don't really know what to search for "Notice" turned up nothing good...

Is there a Mod or can someone make a Mod like the 3.7 "Navbar Notices"?

I think the welcome header mod is a great addon but is there another mod that might let you do something like 3.7 does with the "1000th Post" notice?
