Making header, use Dreamweaver for header and sidebar?

Hello to all,

I am trying to build my forum page, and I wanted to know if I make my header and buttons in dreamweaver as a template, if I can then add vb to the page to act as a nice forum with header and graphics?

I am just a bit lost on how some people make such great headers and nav bars for there forums.
