I have a plan starting own vBulletin forum on Macedonian Language. On that forum I plan to make a team for giving vBulletin Support & Stuff. My question is If I buy vB licence, can I start that kind of forum or it's ilegal.

would be better to offer this suggestion on http://vbulletin.com, the official support forum, where you will have all the infos about providing a new site in a new language.
