New Install of 3.6.8 error - ?

I just finished the set up of new installation of 3.6.8 patch level 2 on a new server and no matter which page I try to go to all I get are these three characters:

You should contact vB support if its your first installation. My guess is that there may be something wrong in your config.php file. Make sure there is spaces at the top and that all your values are enclosed by single/double quotes.

To Troubleshoot This, Reupload All The Original Vb Non-Image Files (Except Install.Php). Make Sure You Upload These In Ascii Format And Overwrite The Ones On The Server.

What program did you use to edit your config.php?
