Welcome Page - Newbie Question

Is there a mod or template that can help me create a welcome page. I've seen several vBulletin forums out there such as http://www.pdaphonehome.com/ and http://www.ducati.ms/forums/cmps_index.php that has similar layout which made me assume there is one. Also, it seems like vBulletin does not provide it as an option. Please help.
