Hmm nice, I wonder is it possible to just have the icons on the bottom of the last post block? having the fieldset looks funky on my skin but I like the concept.

A couple ideas, however.

Make the links to things like the search for new messages conditional.

So, if the forum doesn't have a new message the graphic doesn't display.

Turn this into a plugin. It would be good because it would make updating this easier. Like adding new graphic links to things like forum rules, etc.

Nice job here. It really makes my forums look more custom.

I'll nominate this for MOTM as it really enhances the home page pretty well.
