How do I make it so users cannot use QUICK STYLE CHOOSER

You can either disable all other styles in your Admincp,Styles Manger or remove the Quick Style Chooser codes from your Footer template.:)

here is the easy way

admincp --> vBulletin Options --> Style & Language Settings --> Allow Users To Change Styles --> No

If you only want members to use the style chooser and not guests
then surround the style chooser code in you default style with the conditionals
