i got dedicated server and wanna check its speed .
How can i check its uploading speed ??

Upload a file the same size as you want to see how fast it goes. Problem being is that it is limited to your upload speed.

Well, it's up to your connection to be honest. Who knows, someone in here might have a fast upload connection.
