Error tryign to install games

Hi, well i am tryign to install games from http://www.ibparcade.com and anotehr site arcadedownloads i dont remember the thing is i keep getting this message

Error in TAR-Archive. Please upload again

and when i add the games manually.. only administrators can play it.. mods or normal users CANt and i checked the cat permissions and everything is ok i even moved the default games.. and it can be played but the ones i install manually cant be played by other users than admins :/

ive got the same issues, and cant figure the thign out. someones gotta know the answer.
