What exactly is a high server load level?

I've gotten around 20.00 average between the 3 numbers, but what are the averages to look for before you're in a critical state?

That depends on your server and number of processors.

I think someone once told me a server load of 1.0 per processor is fine. I'm thinking 20.0 is a bit high.

if you have a shared server, forget about it... this level is indicating how the "entire" server is acting, not only your account.
