How do we put in date into this when making add-on...?

Okay i got this coded out but i have no clue what to put as the date?..
any clue...
<template name="NAMEOFTEMPLATE" templatetype="template" date=" " username="NAMEHERE" version="1.0">


Also when i am using CDATA.. do have to call forth the database to do it?
any help would be helpful...
