Mod to Send PM to ALL Members

Is there a mod to send PM to all members on your board?

I know there is possibly a very good reason behind this and I would be interested if there is a method to send Mass PMs to either all or certain usergroups. However would it not be easier to Post an Announcement rather than Mass PM everyone?
