"Can View Other's Threads" and stickies

Is it possible to have stickies be seen even though the user can't see other people's threads due to the above permission?

If it is, would it be a simple template edit, or will there be some serious code hacking required?

A sticky is just a thread and will follow whatever permissions are set for that forum. Make your sticky in a forum that can be read.

That isn't really an option for what I'm doing, so is it possible?

Not without major adjustments to the permission system i guess.
