Uploading avatars

Hello Some users tell me they can't uload their own avatar.......where can I adjust this setting? I can in my profile, but some had said they can't

This is a usergroup setting. In your ACP, go to Usergroups, select the appropriate one, then scroll down to Picture Uploading Permissions, and beside Can Upload Custom Avatar, select Yes, and save.
