User Info?

Hey, I'm wondering how I can change the userinfo panel inside a thread to something like the attached picture from the default layout. (The activity bar, longetivity bars, etc)

Is this a mod, style, or is it a template I need to edit/change?

Or is the attached picture just something they have customly creative?
