Prevent new threads but not new posts...

Is there a way to prevent new threads from being posted in a particular forum but not new posts (in existing threads)?

Anyone?

I know I can prevent new posts from being made, but I don't want that to be the case.

Yes, under forum permissions, the option is listed as "Can Post Threads"
