Disable specific users/usergroups from reporting posts?

Got a few of my members who find it is fun to abuse the reporting system and report posts for silly reasons - is it possible to set these members so that they can't report posts, or set up a usergroup for these members where they can't report? Thanks

I don't think that is part of the user-permissions...but I'd just ban them if they keep it up. Or atleast threaten to ban them if they keep fooling around.
