ip ban

on my site my members are being ip banned, except it doesnt show it in the admin panel and i asked my hosting provider if there ip has been banned from there server and they say no. However they are still ip banned and ip banned only. Has anyone heard of this or any suggestions.
ps- i am running 3.6.8 patch level 2

How do you know they are being ip banned? Are they getting listed in the vbulletin options as banned ips? Are they listed in your iptables? What is happening to them to think it is an ip ban?
