Navbar Overlaying Header?

Hi Everyone

i was wondering how can i place the navbar (Log in & Navigation Button) on top of site's header so that it ovelays it...

Note: i dont need the members list... user cp... and all those other things on top of my header...

im not pro at these things :P

if anyone can help me i'll appreciated.
