I am having trouble with spammers

Ok well I tried proxy redirect but that re-driects me even though I dont use a proxy so I need a few hacks:
I need one that will re-diect proxies only
And one that will redirect every IP beging with certain digits e.g. if a spammers ip was 86.192.8.3 and I banned him and made it so that all ips begining with 86.192 were banned

a nice proggy for blocking this and hacking attempts is the "ct-tracker standalone"

There is also the ct-blocker avaible, which can block IP?s, browsers, downloadmanager and a few other things.
