Most free hosts will reject your vBulletin forum the day you have more than 10 simultaneous users... free hosts are for static html pages, not active communities...
i would suggest some low-priced hosts like Hostgator that let you have a vBulletin with more than 50 sim. users for less than 7$/month(yearly paid)

chealpest one you can find would be ixwebhosting . $3.95/month with 300 GB HDD and 300 GB bandwidth. And you can pay for 1 yr instead of 2 yrs unlike others.

http://www.zymic.com/free-web-hosting/
Havent tryed it but thay give:
2000MB disk space
35000MB data transfer (Monthly)
5 MySQL Databases
Looks very good for a free host... Still would recomend getting payed webhosting. http://www.one.com/ has cheep hosting.
I use http://www.lunarpages.com/

My friend has had over all good experience on X10hosting.com , they are free and just upgraded to quad core servers. You may try 5gbfree.com as well.
For cheap hosting i recommend bigbluehost.com
