How do I set search function permissions for usergroups

Is there a way to set different search permissions for different usergroups?

For example, new users can only search once every 60 seconds, while established members have the ability to search once every 10 seonds.

No, that is a global setting, but i do recall that cyb's advanced forum permissions hack might have something in it to that effect.

Do you have a link to cyb's hack? Im new, and dont know who he is or where to find it. If you dont have a link, could you just point me in the right direction where to find it, or cyb's full username so I can do a search?
