Drop down box for welcome header?

I know I've seen this somewhere, but can't seem to find the mod for it. Visitors, members with zero posts and members who have not posted in a specified length of time get a yellow drop down box below their browser bar... similar to what you get when a pop-up is blocked.

Anyone know what the mod is called and where it can be found?
