Completely ignoring users

I've searched vbulletin.org, .com, and Google in trying to find an answer.

I'd like to be able to completely ignore users. IE, if you're on my ignore list and you post a reply to a thread, your post isn't visible...not even the "this user is on your ignore list" bit. Ideally I'd like to not be able to receive PMs from ignored users, or see them on Whos Online, but maybe thats wishful thinking :)

Off hand I'd say you could probably just edit the postibit_ignore templates down to nothing and get that effect?

Should I literally clean out everything?

And just so I don't have to make another thread...is it possible to have certain users not be able to give or receive rep? Searching for disabling reputation, receiving reputation isn't coming up with any good results.

under usergroup permissions, you can control which groups can do what with rep.
