Switch these around?

I was wondering how to Switch the Category Header with the Forum/Last Post/Threads/Posts like here on vB.org for vBulletin 3.6.8

The first picture is what it looks like and the second picture is how I want it to look like.

I do it differently than most here do but there are some mods or instructions on "Category Separation". You'll find the how-tos both here and at vB.com. :)
