Does something like this exist?

What I'm looking for is to put certain threads like 'HOW-TO's and 'New Products' at the top of a forum in addition to Sticky threads.

use the Thread Prefixes , so you can apply any prefix to your threads... https://vborg.vbsupport.ru/showthread.php?t=99925
