Moderating threads but not replies

I would like to set a forum so that only moderators ( or people who's que'd posts have been okayed) can start new threads but anyone can reply... is there an easy way to do this?

I see there is a forumpermissions table in the database that seems to have settings for this but I don't know how to set them and I'd prefure not to have to play with the database... so does anyone know what to do to acomplish this effect?
