The only way to restore your board is if you have a backup of your database.

I told you from the second you got your license to not use an old and outdated, unsupported version. But use 3.6.8.
To fix getting hacked, simply start fresh with 3.6.8, and do not install plugins. And please be MORE specific when you say hacked. Someone posting spam doesn't mean they've hacked you.

When you say that do not install plugins, Does this means that we have to un-install our existing installed plug-ins to be more secure?
What are the other steps that we will take in order to eliminate hacking on our vbulletin setup?

Floris was giving an advice that was aimed at the original poster.
In general you can say that adding anything to your default vBulletin installation would increase the risks.
