PHP includes in Templates?

Hey all, I hope I am posting in the right forum, but I was wondering if anyone could help tell me how to use a PHP include in a vbulletin template. I want to add the following into my header template, but can't seem to get it to work:
include "includes/navigation2008.php";
Any help would be much appreciated.
