Cant log in/out

Hey everyone,
my first day of having vbulletin. i have imported from phpbb. But now after 5/6 hrs of installing i am not being able to get log/in/out fo the forum. i know my user name and password are correct . What happens is when i log in then the page down get forwarded to the log in status but at the bottom of the page it shows that i am loggen in. I tried form the usercp as well , cant even login as an admin..

Any help will be appreciated. By the way the site is here (http://www.cellphonesmarket.com)

Please upload tools.php from the 'do_not_upload' folder of your vBulletin distribution to your admincp directory. Now point your browser to tools.php.
Reset the cookie Domain and Path to the default values.
Once your problem is fixed please remove tools.php again from the server.

If this does not solve your problems, please clear your browser cookies and cache, restart your browser and try again.

i uploaded the tools.php to the admincp
and now when go to forums/admincp/
then it tells me to delete the tools.php and i dont know how to point my browser to the tools.php. sorry , i know way less then you. but if you can show me how to it would be great. thanks

He means type your forum url then '/admincp/tools.php' in your browsers address bar.

(e.g. http://myforums.com/forums/admincp/tools.php in your address bar)
