I have been looking at reviews of them and whatnot. I have also gone through their admincp demo, and from what I can see, they are cheap, and fast. I am trying to switch over from free hosting (either free forum software with paid hosting, or paid forum software with free hosting, so I chose vBulletin with free hosting :p ) :O ! So how are they?

Hostmonster isn't bad. They do offer a lot of 'features' for the buck.
I was with them, and their sister company Bluehost, for a couple years. I switched because of their overselling of servers and various lame practices (running php as cgi, others...).
vBulletin works great on their servers. If you plan on running a photo gallery watch out for tripping the CPU limit. I forget what it is, but my people uploading pics on on my photopost install would trip the cpu usage limit and my site would be suspended (with a nice little cpanel 'this account is suspended' message the whole world can see) for 5-15 minutes.
These little annoyances were enough for me to cancel my contract half way through the second year and move to a reseller account at hostnine.com. Hostnine also offers other than reseller accounts starting at 3.95 month.
IF your just starting out, hostmonster is ok. Once you get up and running, you'll want to move.

You should check out Knownhost, They offer execellent Reseller Plans for 5 a month, there Tech Support is awesome and as your forum grows they offer room to expand. So you could have your forums moved from Shared hosting to a VPS if needed once your forum grows to that level
I have been using them for over a year now and have been nothing but pleased with them
